The "Annual Production of 130,000 Tons of Special Carbon Black and 150,000 Tons of Comprehensive Utilization of Fine Processing of Coal Tar Oil Project" planned by Hejin Zhengfan Technology Co., Ltd. in Yuncheng City, Shanxi Province, is expected to pass the environmental impact assessment approval. According to an announcement issued by the Shanxi Provincial Department of Ecological Environment on May 29, 2024, after a series of public notices and solicitation of public opinions, the environmental impact assessment report of the project is close to approval.
The project is located in the New Coal-Electricity-Aluminum Material Integration Industrial Park of Hejin Economic and Technological Development Zone, with a total investment of 985 million yuan, and is expected to be fully completed and put into production in June 2026. The entire project is divided into four phases, each focusing on specific carbon black and fine coal tar oil processing production lines.
Phase I will include the construction of a 50,000-ton rubber carbon black production line and a 22,000-ton medium-pigment carbon black production line, along with supporting production facilities such as carbon black tail gas power generation boilers, steam turbines, and generator sets. Phase II will focus on the production of mixed-gas high-pigment carbon black, Phase III will further expand the production capacity of medium-pigment carbon black, and Phase IV will invest in the construction of a 150,000-ton comprehensive utilization project for fine processing of coal tar oil.
The production process of the project is also quite advanced, using furnace method + wet granulation process to produce rubber carbon black and medium-pigment carbon black, while the mixed-gas method + dry granulation process will be used to produce mixed-gas high-pigment carbon black. These production lines will produce different types of carbon black products to meet the diverse needs of the market.
The project construction of Zhengfan Technology will not only enhance the comprehensive utilization capacity of local special carbon black and fine processing of coal tar oil, but also inject new vitality into the related industries in Shanxi Province and even the whole country. The successful implementation of the project will have a positive impact on the local economic development and lay a solid foundation for future industrial upgrading and sustainable development.
